Many parts of the United States have very low electricity prices by global standards, especially when you exclude countries that heavily subsidize electricity prices.
Washington, Oregon, Nevada, Texas, Arizona, Virginia, Utah, and quite a few other states in the US are known for low electricity prices. New York and California have much more expensive electricity than many other states in the US.
France is likely to expect stable electricity prices due to being very heavy on nuclear power, compared to other parts of Europe that rely on imported gas. The electricity in France may not be the cheapest, but at least is more likely to keep a stable price.
Iceland has large amounts of geothermal power, so fluctuations in fuel prices are unlikely to impact electricity prices there.
