Cloud data movement and charges.

Customers sometimes try to move their data out of the cloud. They have their reasons for doing so. They may not be happy with the current services or want to go back to web hosting. What is it, should I charge for data movement? I’m asking because on the one hand I don’t want to hurt them and miss their chance to come back and on the other hand I want to discourage them from deleting their data for a fee. what do you think I should do?
