LiteSpeed does it out of the box. You do not need to touch Apache in most cases.
I have found cPanel’s WHM > Edit SQL Configuration is amazingly good (apply the suggested values) in optimizing the database. You can check where the database needs optimization using MySQLTuner:
If these do not improve the performance, your server might need better hardware and/or need a closer look.
At that, I generally do not suggest thrid party management companies. A decent sysadmin would usually charge multiple times more than a decent server. Going with a managed server is a better route as in most cases, managed providers streamline their operation, which results in a better overall experience.
